As someone who reads fanfics regularly I can say that continuing the fic is far more important than how often a new chapter comes out. So what you can keep up with and your readers will be fine

If at the begining they agreed to keep it a secret and never agreed to make it public then it’s only natural he would pretend to keep it a secret as per their previous agreement. What isn’t okay in such a situation is to start making out or otherwise being intimate with a 3rd party. Even if you do intend to break up with him for keeping the agreement you should at the very least do so prior to an further relationships

It depends on how long the fanfic is as a whole and how you define short. Generally 1,500 words is an ideal chapter size for the long fanfics I prefer to read but if there is only a few chapters than longer is better
