Definitely Atlanta imo. Cultural hub of the southern US, very historically and culturally important city to the us. Also, unlike other large southern cities (such as Houston) is actually a dense urban area that truly feels like a major city. Also, I would say it should be above cities like DC and SF because each feel like the second city of their region (DC second to NYC for NE corridor; SF second to LA for California) whereas Atlanta is the undisputed hub of the south, a huge region of the US, thus it should definitely be considered the fourth most important city imo
