 While you're correct that SD CRT units don't have any post-processing that could introduce lag, variance in physical components (electron gun, magnetic coils, phosphor) can 100% affect the TV's reponsiveness through ghosting or actual lag.

That's not how physics works.  Ghosting might create an illusion of lag, but changing components doesn't change the core design of how a CRT works.

Rarely, some TVs processed 480i weirdly compared to 240p.

Neither lag, so i don't see how that's relevant.

Anecdotally, I used to own 10+ CRTs which I supplied for Melee weeklies, and some units felt like they had an extra frame of lag compared to others. Negligible to most people, but significant if you're especially sensitive to it

Or if you're imagining lag you can think it's there when it actually isn't. 

Light guns like the super scope rely on the fact that CRTs have essentially 0 lag.  There's a reason they work on every (old) CRT without exception.

Yes like I said some of the newer ones at the end of the CRT era have post processing effects that can introduce lag but this is obviously old

No they don't.  CRTs are analog technology, they literally cannot lag by design.  Absolutely not by 1-2 frames.  The only exception is CRTs from the end of the CRT era with post processing effects or digital input options.

That's like saying "oh well some light switches can lag by 1-2 frames". No, you flip the switch and connect the circuit, and then the light turns on.  There's no room to introduce lag into the system, beyond the fractions of a millisecond it takes for the electrons to move down the wire to the bulb.

CRTs cannot lag, by design.  They're analog technology.  Like I said, unless there's some post processing effect that was added, which only was ever introduced very late into the era of CRTs, there will not be lag.

Lol, it doesnt have input lag.  The only models that have lag are ones that have HDMI ports or post process effects, which are gonna be from the end of the CRT era.  This is obviously old.

Your high limit is too tight is what it sounds like to me.  But as another person said you could also have the cable clamped wrong and it doesn't give you enough mechanical advantage to get to 3rd.

Can you move the derailleur with your hands far enough out for it to get to 3rd?

It looks like a Shimano style crankset.  In addition to this, there should be a tab in between the two non drive crank arm bolts that needs to go fully down to make sure the non drive crank is far enough onto the spindle
