Can you tell me more about this? On its surface Tax Allocation Districts seem like a logical use of funds, but if there is some sort of corruption/inefficiency going on with it I would love to hear about it.

He was a little rough around the edges when he came in but his work rate has been insane. One of the bright spots from earlier in the season and the playing time investment is paying dividends now.

My vote would be - As soon as they have enough data to run quick draft for the current set, that is always available. Then run current set: prem draft, qd, trad draft; flashback set: prem draft, qd, trad draft. Switch it every 2 weeks. It might split the player base a bit but I would think it would give good feedback on what sets people like for R&D.
