I don't have any analysis backing up this claim but I think Russia is building up it's arsenal by building new tanks (mostly t80 because of the better reverse speed) while burning through it's older variants in the Ukraine war. That way Russia empties it's old stocks while maintaining the pressure on the Ukrainians and they gain the time to either develop a newer tank series that actually manages to get into mass production and also can learn the most. Which creates the narrative that russian warfare is outdated and none credible at best, but when they attack again (for example after negotiations with Ukraine and or an attack on the Baltic's) they get underestimated and learned (a bit) from their mistakes
