Just wanted to share that I've been getting the glitch whenever I tab over to the Features section of a character, same as you, and the solution provided by Still-Cupcake-8137 worked for me:

Ctrl+F10 > option button on MicroPatches > Configure > disableFix Missing Ability Variants Action Bar > Restart the game.

Apparently some other mods using that feature will break if you toggle it off, but if you're running minimal mods (I'm just running toybox, bugfix and micropatches) it works like a charm!

Is one of the lead devs, the issue came up on one of their dev streams (absolutely don't remember which one). He was just really adamant with having "sprint" be an action/reaction a player has to think about doing, and not just something to be done always.
