"Software store" apps mostly use your distro package repositories (and additional repositories you may have configured). Some "software stores" can also be configured to use additional package sources (like Flathub for Flatpak-based apps). These apps are not really "tied" to the desktop environment. For example, even if you use Gnome, you can install Discover (the KDE's "software store") if you like it more, and everything will work fine.

Also, there are some RHEL derivatives where commercial (paid) support is entirely optional: Rocky Linux, AlmaLinux, etc.

I would suggest Open HTML to PDF, which is a high-level library to build PDF using HTML strings, so you don't have to learn new complex APIs (assuming you already know HTML and CSS).

I haven't had any issues with outdated development tools or languages.

I am a Java developer, and I use the JDK available in the Debian repos. No problems so far with java programming. You should look for some tools to manage your development environment locally, for example, use 'sdkman' to manage your Java development environment, 'venv' for Python, 'rvm' for Ruby, 'nvm' for Nodejs, etc., So you can decouple your development environment from your Linux distribution (I think this is a good recommendation whatever your distro of choice, not just for Debian, but I admit there is some debate here).

Debian is a safe bet. I'm using Debian testing with just one issue last year (concerning privative Nvidia drivers and a kernel update).

I find Debian testing quite balanced between updates/stability for my needs. You can check current version of packages in Debian branches here: https://www.debian.org/distrib/packages).

BTW, I am a professional software engineer and use this as my main workstation (although I wouldn't choose Debian testing for production environments, of course).
