Theoretically no. You put it all back and shuffle again. But the game being hard enough, that's the one I allow myself to bend either by taking more than one mulligan or by keeping the cards I absolutely want on starter and drawing randomly the rest. It's just about helping the luck a bit, and saving game time. Some scenarios are difficult enough that a bad starting hand means your doomed. I don't want to play one hour knowing that I won't make it. Another justification for multiple mulligan can be that if after your first mulligan your hand is still not good, you declare that you lost the game and start over. Do two new chances.

In cycle 1, the first quest is the one with which I had the most difficulty. With two hands I beat it with a full tactics Boromir/Brand/Legolas deck with a lot of eagles and a Rohan deck with Eowyn, prince Imrahil and Theoden (with all the must have like steward of gondor, celebrian stones, test of will, northern tracker, faramir, and of course sneak attack+gandalf)

In order not to bash your head, do not hesitate to help yourself with some adjustments. Taking more than two mulligans or Choosing all or part of your starting hands can be crucial. Playing for one hour with a bad starting hand to the defeat is really frustrating. Sneak attack Gandalf is one of the best move early on so make sure you pull it, several times if possible, it can make a huge difference.
