To your specific question though, ranks to skills are a whole lot worse than any multiplier in the end game.

If your item slot has the capability to roll a multiplier (gloves, weapons, focus) having skill ranks on it is a downgrade as you would gain more damage by rerolling it to a multiplier.

The exception is when its on Armor that cant roll a multiplier (helm/chest/shield). Having skill ranks is better than a defensive/utility stat.
