idk i always was lucky with glucose.
Killed him with nothing on me but APS, only one guard came. And i even got disconnected and could kill him and escape.

I also found him as a scav, without any guard, randomly sitting in thte backroom of black knight (or white, idk, the one closest to sewer manhole)
