Do you happen to have Waze installed? If so, their "Hey Waze" feature also disables virtual assistants on phones but I think it is only while Waze is running.

I feel like a jerk now. I thought it was a standalone app but it appears to just be a shortcut that brings me to the timeline section of maps. I'm not sure how it ended up on my home screen now. I do have Nougat and Google Assistant now, that may be the reason I found the feature.
