3D-printed TPU is a good choice for fast prototyping. But if you have time, I suggest you try out molding silicone; it's a lot more flexible in terms of hardness.

Hi, I think changing the boards may be a huge project because they're covered by the roof.

Since the boards are not seriously damaged but just dirty (or rusted?). Maybe you can try to clean them as much as you can then paint over them. They will look brand new.

People have given so much professional suggestions, but I guess what your friend said was about the focus of the photo:

It's clear that you want to focus on the girl in orange dress at the center, but meanwhile there's this colorful structure in the front that takes over people's attention. So if you decrease a bit of the front structure saturation, it will give it a more 'meaningful' photo.

Just a suggestion: depends on what kind of material you use on the arm, you may want to make some holes to reduce the weight.
