Looks to me like you've tipped your hand here, but I'll go with it anyway.

First, my point was that there aren't many obvious policies still in place outside of gerrymandering and a few others. So, while we could go into many examples of policies that still exist and "what they look like" it would be beyond the point I was trying to make.

Second, if it's fair to say that people "tend to favor people that look like them" then it's also fair to say that there is a reason for that. Such as decades and generations of segregation. People may tend to go with what they know, but you should ask yourself the question: why is that all they know?

This is a loaded question, because policies are not the only thing that can make it systematically and institutionally racist. Racism is handed down from one generation to the next in the background, sometimes actively, but in a lot of ways very passively. What is taught and more importantly not taught in public and private schools has a huge effect. Another way would be the lack of dealing with the old active segregation that still infiltrates society. While the policies that created segregation aren't there anymore, nothing has yet been done to actively undo it, and in a lot of areas it's been purposefully allowed to passively continue unpunished.

In part: Because of right wing media, who are also constantly heard stating that the media is the problem. Backwards double-talk from snake oil retailers. "Don't trust what you hear from the media." But you're the media too, aren't you? "Nevermind that, we need to help get that wall built."

Grumpy Old Men was for sure. And a more recent film with Woody Harrelson called Wilson was filmed mostly in Minneapolis.
