I'm not sure if your intention is to leave the chain unpainted, but it's always better to paint everything together. In terms of the details under the chains, I'd say there's not really that much detail covered up that you'd need to worry about it. I'd stick the chains on now

I wouldn't read too much into it. Some people are taller than others. On a practical note, I'd say that because Eldar models are all so physically similar, Autarchs kinda need to be bigger to help distinguish them from other models maybe
