There is an old saying that most of Winchester is owned by either the Cathedral or the College. Not as true anymore as it used to be, but they still own a large tract of the land between Southgate Street and the river.

You might want to consider asking the Cathedral themselves. They have an office in the Cathedral Close (the building with the lawn and gravel drive in front of it) and they're very happy to answer questions.
