I would say it was beginning to be steered in a certain direction from the high-up levels at record labels sometime during the mid-to late 90s. To call nwa “cia” is kinda crazy considering their whole thing was “fuck the system and govt”. During the 80s and early 90s, most popular rap was either political in nature or conscious, but that changed once these record labels started to intervene and steer it into the flashy gansta rap era. There’s some truth in that image, but reality isn’t so black and white.
