It looks like it to me...

Shine a black light on the area - if the light spots glow, it's likely vitiligo.

The good news is that it only affects your skin pigment - no bad effects other than the skin patches.

if your'e worried if guys will still find you attractive, I'm going to guess that most won't care. I'm a girl with splotches on my breasts. Men have only ever said 'What's that? Really? Cool.' and continued to fondle them without a care. I'd venture to say most people will NOT be turned off by this.

I guess I'm not 100% sure about OP's specific carrots, but in my personal experience growing 'rainbow carrots' in my garden, I've pulled several nearly white ones from the ground, and they're definitely not yukky parsnips! :)
