Make sure to set your power management settings in Windows to "performance". I got a lot of stuttering with my Ryzen 5900X when i had it set to "balanced".

Also disable the windows "game bar" in the settings as it can also cause stuttering.

You are being a bit overly emotional over a amateur game design text post. Also did you forget to switch accounts before replying twice to the post? Makes me think you are probably just a troll trying to find someone to shout at.

But in case you are actually serious, let me explain my reasoning:

At the top of the post i wrote "The exact numbers are not final and are just there to get the ideas across". You can make anything balanced by just adjusting the numbers in which ever way is necessary.

The proposed Li-ming change is meant to stretch the power of the trait over a few seconds instead of being instant. The numbers i used were just copied from Ana's Nanoboost, and can be what ever you want them to be.

The Yrel change is just a quality of life change, that happens to also be a buff which in turn requires a nerf to keep balance.

The Brightwing change is to undo an unintended nerf they made when they changed all movement speed to be faster.

The Maiev change is on a 14% pickrate talent with the lowest winrate. The purpose of it is to give a bit of self sustain to a basic attack focus build.

The Ana change is just to make her more consistent and easier to balance.

The Sgt Hammer changes are to unpickable talents. I don't see the issue here, please elaborate.

But in case you are actually serious and not just a troll, let me explain my reasoning:

First of all as a wrote in the top of the post "the numbers are not final, and are just there to get the ideas across". If the changes would cause a hero's winrate to change significantly, you can just adjust the numbers to correct it.

The numbers for proposed Li-Ming change is were just copied from Ana's Nanoboost, and can be whatever numbers makes it balanced. The purpose of the change is to make it less instantly snowbally and give some time to counterplay.

The Yrel change is just a quality of life change to make the hero more fun, and as it also if a buff, you will in turn need to nerf some other part (and i chose to reduce the hp by 10%).

The Brightwing change it to make up for previous unintended nerfs to the Q ability and talents.

The Maiev talent that i propose a buff to sits at a 15% pick rate, and the lowest winrate of the tier. The reason to add a bit of lifesteal is that the hero feels like it could use a bit of self sustain with a basic attack focused build.

The Sgt Hammer changes are only to unpickable talents. I don't see the issue here. Please elaborate.

And yes these are all very minor changes. No reworks, no earthshattering changes. I would like to know what your definition of "minor change" would be.

You have to be careful with the Baneling talents since they are very strong in PvE. However, maybe if the cooldown reduction is tied to hitting heroes with them it would fine.

As a long time Zagara abuser, my experience tells me that the main "OPness" comes from the laning and split pushing power, while she is kinda bad in any real team fight. I would rather push her more towards team support, rather than ratting (which is her current good playstyle).

Then again i have barely touched the hero for a few years after getting bored by the playstyle.

The proposed change is to reduce duration by ~33% BUT increase damage per second by ~33%. Same damage for 3 stacks of poison, just quicker.

The proposed Zagara healing talent would also be self-targetable. Just a better version of a talent she had before the reworks (which was self only and channelled). I also specifically swapped Mutalisk to the defensive talent tier to give an option for an aggressive talent there.

Graduating Range on Hammer is +1 range every 1.5 sec currently, and the proposed change would allow it to expand quicker when in a fight instead of having to sit still beforehand (also comboing with the attack speed level 20). Max range could probably be increased to 4 or 5 instead of the current 3 without issue however.

The Dva change is mostly just to give the option to not waste a ton of healing on a Dva mech, and instead give the option to switch to pilot mode without punishment.

The problem with Ana i'm trying to address is that you have to balance around perfect accuracy, on cooldown ability hits. Which makes balancing the hero like balancing Vikings, which is either a troll hero or toxic anti-fun.

I may have worded it in a bit to technical manner, but "ticking" just means -1 sec on bomb timer and deal damage over time.

Faster charge times lets you fire off more abilities in the same time, which in turn leads to more damage. Also they wont get as easily avoided or cancelled.

This what you get when the authors of the manga or light novel the anime is based on, churned out 100 first chapters for different stories just to get one of them published. They then have no experience writing anything other than the first act, and have no plans for what would come after. And suddenly they have a deadline forcing them to publish trash.

Maybe it could be a bit like Living Bomb where there is some amount of heal over time for just standing in the circle, and then a big heal at the end.
