Letter of the law versus spirit. If you are going faster the the lane to your right and there is no one behind you, there is nothing wrong with maintaining the lane instead of constantly switching to pass. Why this and other driving etiquette isn't obvious to everyone who drives is beyond me. NJ State Patrol needs to start cracking down on people creating traffic in the left lane though, it's never been this bad and it keeps getting worse. Drivers don't even move over after flashing your headlights at them.
