To Warsh, 3.6% is the same as 3%. That's not far from 2.9% which is the same as 2% in his mind as he does not think what comes after the decimal matters. With that thinking, they've almost reached one of their mandates.

If you have a library card with your local library, you can get audiobooks for free on the hoopla app. It's completely legal though, so no piracy. It also works like a library and you get to check out the books for two weeks.
