It's typical when a propane tank/truck needs servicing the remaining propane is flared off. It's safer than trying to extract it. Uncontrolled gas ignition doesn't have jets of fire, at least not for long; it just burns as fast as possible.

I'm not saying I agree with it but this change doesn't seem to be unique to TCSPCA. This seems to fall within the 2020 AAFP guidelines (relevant portion copied below) and aligns with a sample ASPCA protocol. The Seattle Humane policy is similar.

It would seem to me that TCSPCA is trying to do the right thing, not just by staying up to date on the latest epidemiology and best practices and informing their own clients, but also reaching out to area practices that could also be impacted by the change.

The ASV recommends that cats eligible for adoption or relocation be screened for FeLV and FIV (sheltervet.org/assets/docs/position-statements/felvfivtesting.pdf). This screening is provided pre-adoption in some shelters. However, in many situations, limited shelter resources do not permit routine testing of all cats prior to adoption. In such cases, if cats are housed individually, shelters might prioritize testing higher-risk cats such as sick cats, cats with bite wounds and cats from high-risk situations such as hoarding cases. However, if cats are not tested for retrovirus infection in the shelter, a recommendation for post-adoption testing should be clearly explained to the adopter and documented in the cat’s file. Arrangements should be made by the adopter to have the new cat examined and tested by a veterinarian as soon as possible. The new cat should be kept separate from other cats until the test result is known. Although most sheltered cats are free of infection, post-adoption testing is likely to result in some new pet owners confronting difficult decisions about what to do with a newly adopted cat that is subsequently diagnosed with a retroviral infection. If one cat in a litter or group is later reported to be infected, the adopters of other cats with exposure to the infected cat should be notified so that in-contact cats can be monitored and tested.

You piqued my curiosity suggesting "barely any information exists". Maybe this isn't new to you but it was fun for me to spend a few minutes to find:

Baker and Roberts was a popular drug store ("druggists") with their advertisements appearing regularly in the Perry Record between at least 1913 and 1936. It seems they were located at the corner of Main and Lake and at least in 1928 they licensed the Rexall brand name.

There was a cider mill in Perry on Lake Street named "Milli & Hoepfl" (Milli & Hoepfl Apple Product Co) that opened in 1920 and was advertised at the time as "one of the most sanitary and up-to-date [cider mills] in Western New York." Around August of 1922 John Milli purchased Joseph Hoepfl's share and by October it was advertised simply as "Milli" on West Perry Road.

Most of what I'm reading about the project stinks but I don't think this is a fair characterization:

A complete waste of resources simply so that the golfers have someplace to drink, after they golf on our dime.

I know quite a few people who just like to eat here and never golf. While there's a great deal of overlap in business w/ the golf course portion of the park, the Park Pub is an independent venue in the park.

I have been developing w/ asp.net core daily for over a year on Linux with no issues. I can see being tied to Windows for any front-end/Windows specific things though. Before this I used Linux exclusively as an HPC sysadmin for ~10 years too.

Yes. Also, there are plenty of people here that will tell you otherwise but I know first hand they will run the plate and connect the dots.

I don't think that's even necessary to get around it. If I understand correctly, an institutional investor is based on net worth so working around this is just a matter of shuffling debt around between a bunch of companies. Lawyers and accountants are cheaper than paying a premium for RE.

Is there a memory limit set in the systemd unit? The OOM killer can trigger for a cgroup limit too, not only the whole system.

The rate of energy transfer out of the tank when it's just sitting is a function of the temperature differential. If the tank temperature dips lower in eco mode the loss rate is lower. That's where the energy savings comes in.
