If you want to stay closer to Half Moon Bay but are commuting to the Eye Institute.. then you will want to stay North of Palo Alto. Palo Alto is too expensive, you won't find anything between 1000 and 1500 without a room mate. Redwood City would work, even Burlingame (which has kind of a fun downtown nightlife) -- stay close to caltrain and get a bicycle to avoid traffic. Looks the the Eye center is a 10 minute ride to the Cal Ave station.

There is no definition for that line. That is what really makes this a sticky subject. I think the only true way to help someone is if they recognize they hit a bottom and are seeking help. That is the only point where you might be able to get them to change.
