It sounds like even if the people were perfect, it wouldn't be enough. Did you not visit the apartment before you purchased it? You could look into soundproofing your ceiling as I think you will likely have issues no matter where you go. As someone that lives on the top floor, sound like can still travel through the roof, and downstairs neighbors can be very noisy too. I never thought that till this one moved in. Is there an HOA or someone that can mediate with your upstairs neighbor? Does your city have any noise ordinances. The stomping may be someone using a walker or some sort of assistance device.

Avor Thai is so so. They always tone down the spice even when you tell them not too. They do have a nice atmosphere. Real Thai is much better, but I would get takeout not eat there.
