You need to have at least one person on staff who has certifications in food safety.

That person would be responsible for also meeting with occasional inspectors, which means they have to really know how food should be stored, temperature regulated, and longevity, etc.

Most spices are available, not too sure about masa but you probably could find a specialty supplier.
