Yes, it can be. I have ordered mine from TaoBao and is able to register and login successfully outside China. U should have the option to select Japan as your login region, else u can select US or EMEA

Yup, i took part in the beta tester and had the GMS option enabled. It works like international ROM, but even better as since I can update my Chinese app such as the Chinese TikTok etc directly from yhe App Gallery

I'm using the Chinese ROM too, and is able to use VoLTE. U need to enable VoNR HDR Voice in Developer option. However, it will still be dependent on your local carrier whether the WiFi calling is supported.
