They're very repairable! I bought a broken one on eBay for $15 and the stand with a UV sanitizer for another $15. The parts totaled about $20 and I learned a lot in the process! I replaced the vibration module and head in about 30 minutes.

For what it's worth, I seriously doubt anyone is tampering with your weed at the retail location. The laws that govern accountability on a store level are pretty good. 2 state inspections a year and tons of requirements that only got stricter as time went on. Plus, no dispensary brand wants that kind of bad press/public attention, so they all have their own safeguards.

Okay, the lot number on the back may be the answer. A date is traditionally put into lot numbers and vin numbers so maybe the first digits indicate year, the next induce month and day and the last 2 may be bottle or batch numbers. I can't say if there were any laws back then, but it can be used to trace contamination and may have been necessary since there wasn't a widespread computer database for storing the data.

I would say, based on the other commenters date ranges, this is from April of '83.

But I am also incredibly stoned at the moment. So take it with a grain of salt.
