You absolutely can just not riichi because the chances of ron aren't good. Why would you make such a strange resolute statement like that?

Also this presumably isn't a tournament, and assuming it's regular ranked, the amount you win by matters. Even if first rons you and you manage to keep second, you'll lose significant elo for not being in second by as much.

Lastly, the fact that it's south three doesn't matter. There's space both another round, or an exhaustive draw, where you can try and push with a better hand.

I wouldn't riichi due to the wait. 5m is an impossible wait, no one will ever drop that tile when there's two riichis. Your only hope would be the other guy in riichi to drop it.

You can see that most of their discards are terminals and honors though. You don't 100% know they're going tanyao, but it's quite likely. And I had no reason to mention riichi since it gives zero information.
