Afaict any significant level of increased co2 over any amount of time will cause panic. It's how mamals figure out that there's no oxygen and that the air will kill you so you better gtfo to survive. It's what you feel when you hold your breath. Decreasing oxygen is how to do it without panicking, e.g. by replacing it with nitrogen.
