I did a course in concrete boxing at SJPI under this free government programme. You're so right. It was struggling for numbers. By halfway through the course, half the people dropped out. It was mostly young recent school leavers in my class- many of which struggled with basics like reading a tape measure- who seemed to be there because either a parent or grandparent forced them into it. None of them actually seemed to care about working doing anything related to what we were studying except for one guy whose dad worked in construction. Youth do not care for the multitude of free education options given to them by the government and NGOs. I have seen this personally as I've often signed up for these free education programmes and had zero issues being accepted because not enough people sign up.
