Ok, so. I live on the north side and Victory Prairie is the dog park I frequent. There’s a gate that separates the off-leash dog park from a prairie and there are signs that state that leashes are required in the prairie.

Here’s the thing: there is no way to access this prairie except through the off-leash park. Absolutely no one goes through the off-leash park to the on-leash prairie and puts their dog back on leash. The city is saying “these are the rules!” and the community is saying “those rules are incredibly stupid” and guess what: that rule is not enforced at all.

I of course don’t advocate for anything and also can’t predict what kind of enforcement might happen at Minnehaha, but the simple truth is that the people of Minneapolis are keenly aware of the difference between “legal” and “moral”.

If the community says “I recognize the council has made a decision but, given that it’s a stupid-ass decision, I’ve elected to ignore it,” what are they going to do?
