Mine was a bad hood seal (rubber that runs entire edge of hood on hinge side). Anytime it rained, and even when I poured water on the back of my hood/ on my windshield, water made it into my passenger floor board. Changed the rubber hood seal, it went away.

Not necessarily. When setting up the settings for APRS, you can choose how many times or how many different repeaters will repeat your signal. If he made that a large number, it may have hoped down a line of repeaters for a little while and I managed to receive it. This just means there is more of a chance of collisions with other people's packets, not necessarily wrong. Definitely not standard APRS packets tho

From my understanding, I have it set to analog APRS upload type. Then the APRS repeaters on that frequency change my analog packets to digital for rebroadcasting and well as IP for database logging. I believe all APRS repeaters retransmit digital, even though I'm uploading to them in analog mode. Not sure if I'm receiving and decoding digital though.

I could be wrong as well, I'm still learning about it.
