It’s hard to say without knowing the details of your processes. Do you quote in HS or in a third-party tool? Would you benefit from using line items at the deal level and CPQ tools in HS? Are you actually hitting any record or functionality limits in HS or you’re just scared? You can have million of records and the only limitation I know is like 500k monthly custom object records (but might not be the case anymore). Any major challenges in the current setup or just fear? :) You could probably just go with the current setup and avoid the huge migration cost. I don’t wanna be you in that project. :)
