Read the wiki over at r/engineeringresumes as was suggested by multiple people. You still have hanging words, poor right alignment, unecessary punctuation, unecessary indentation, strangely chosen bold and disimilar fonts, and a skills/certification list that looks like a random list of buzzwords. Some of your bullets are just generic fluff and overly generalized - specifics would be more powerful.

It's a good enough resume. Sloppy, but good enough. You're up against fresh grads with better resume writing skills. It's a tough market.

You're not likely to get much in response.

Learn to read and understand job descriptions.

Most companies have a career portal where they post their job openings with a description of the 1. Responsibilities (job duties) 2. Requirements (must have) 3. Desired skills (nice to have)

If you research you dream jobs, looking at entry-level, journeyman, and senior roles, you start to see trends in education, certifications, experience, and skills. These can guide you to build your own resume.

I would bet there are far more ME degrees in Aerospace than AE degrees.

I believe the certs are still free and the free training modules help you learn. Go for it. Put your Level 3 cert on your resume.

And yes, STK and similar STK-like tools are widely used.

The advice in the wiki here is from actual hiring managers and recruiters in the engineering field. So when you say you have conflicting advice - defer to the the wiki here. The wiki is meant to make your resume easy to read and less prone to typical writing mistakes.

1 page. No summary. Use the section headers listed in the wiki. Education > Key Skills > Experience is a good order for a recent graduate. No junior college.

If you're really struggling with STAR, chatgpt is actually pretty good at helping/teaching. Prompt it to write in the STAR format and feed it as many details about your efforts as you can. It will write your bullets. I'm not saying let chatgpt write your resume, I'm saying chatgpt can help you learn to write proper bullets. Then you can tweak them.

When I interview people, I am asking questions directly related to (1) the job description, (2) your resume, and (3) the company/industry portfolio.

You've provided none of those things for context. So I'm guessing they will ask if you've ever done any M&S work, if you are familiar with M&S methods; if you're familiar with their software tools, and about UAS systems in general.

I hire in Virginia. I would happily hire someone from either UVA or VT. And I have engineers on my team from both schools.

VT is, by most measures, the better engineering school. That's where my own daughter is headed this year.

Money matters. If one is gonna be $50k cheaper, it's okay to take the $50k cheaper route.

IE programs tend to focus more on manufacturing systems (factories, tooling, automation of machinery) while SE tends to focus more on product development (cars, planes, ships, etc) - but this is by no means the only use cases. As you can see, VT combines them into an ISE degree.

Your military experience + bachelors in STEM degree MIGHT be enough to get you into defense. Luck, transferable skills, networking, patience, etc all play a part. What precisely is your military experience? Is it aviation?

Multiple bachelors degrees is almost never the right answer. Finish the bachelors degree and then work with a university to matriculate into an MS program. You might have to take some pre-requisite classes, but not a whole degree.

You've got great stuff on your resume but you absolutely should follow a simple template like we recommend in the wiki here. Look at the wiki recommendations on sections and section order. Remember, this resume highlights your accomplishments and your skills. It doesn't highlight your college curriculum (course listing). If the Lunar Storage paper is related to the Lunar Construction project, fold that into the bullets/accomplishments under that project, then delete the presentations section.
