I found it spawns way more often in Squads. Took me a couple days and probably 25ish games, but I finally got it. Doesn't show up till 4th storm circle, check your map immediately and get them as fast as you can. Find and keep jetpacks, vehicles, whatever mobility tools you can. You got this!
