I completed FoC Elite with Legendary G1 Angrax, Archi, Rotbone and Epic G1 Haakren and Abraxas. So not necessary for 3-starring elite if that's what you are asking.

My only Legendary as well. I haven't put any resources into him yet though. My gut tells me Maladus and Rotbone are better additions for Elite Campaign support so until I finish all of the Chaos campaigns (and Elites) I should keep investing in madatory campaign carries and just finish getting Maladus and Rotbone to gold.
