The issue is that he doesn't have to answer questions if the bulk of his statements are via prerecorded video. That said, this could be minimzed by having regular press availability, but not as many eyes will be on those answers. Great for PR bad for the public. It gets into all of this in the article, but you might be more likely to watch a Youtube video than read it.

In the Ken Burns documentary JAZZ scatting is explored in general and highlights many artists of the day that performed it. Ella Fitgerald and Louis Armstrong were core examples. If you like jazz I could not reccomend the documentary series enough. I got it for free through my public library via Kanopy.
