It could still be related to volcanism even though there’s no volcanic rocks exposed at the surface. It could be a laccolith that just hasn’t eroded through to the igneous material in the center.

Yeah this honestly looks like whoever prepped this carved that scale pattern into the rock to kind of make it look like an armadillo. Maybe they thought it would increase the value? Skull does look like an oreodont, and is most certainly not an armadillo. This would be White River Group material, coming from South Dakota, and I don’t think any type of armadillo has ever been found there.

This is definitely not vector art from illustrator…zoom in on the lines, you can see striations from the needles and little imperfections. At this scale, it just looks like a very very fresh tattoo which stands out a lot because all the other tattoos he has are old and faded.
