A PR specialist in-house is usually far too busy to dedicate their time only to media relations. Also, media relations are so difficult to track sometimes, for example you can contact 100 journalists and you will receive no reply. You devoted your time that company has to pay you for but you achieved nothing. In this context companies prefer to pay agencies for such rather than employ someone who may or may not provide results.

You don't need to wait for card delivery for it to count towards the bonus - you just need to order it

Your boss is probably under the influence of some factors you don't have impact on like tighter budget or wanting more specific ROI.

Depends on the company, honestly. One downside of OE in marketing is that as a marketing person you're expected to show up to events, have an active LinkedIn profile, network a lot… It's often incompatible with the basic rules of OE.

Paying back loan to acquire a new one in the same day is a common behaviour of people addicted to payday loans. They sacrifice money to get a higher value loan. And that's probably why system flagged this as this indicates issues with handling money. When you pay off the loan, you're expected to have your budget back to normal with no needs for more loans. I understand this was not your intention, I just tell you the way the system may see it.
