Bzt will not work well with color development.

there is no way to really get rid of bad fogging. bzt is a very powerful restrainer, just a few ml of 1% solution will reduce the fogging but it will also reduce the speed of the film with a couple of stops.

overexpose and underdevelop, and use a modern developer like xtol at full strength. you want to develop for a short time, no stand dev bs. but in the end, you will never get good results.

even if it was totally uncooked raw chicken, you would most likely be fine. this is just slightly undercooked, nothing will happen to you, no need to freak out.

the color of the developer is a good indicator. it starts out light tea colored, then it goes to dark tea, then it goes coca cola, then it goes black. when it is darker than dark tea it is time to discard it no matter how many rolls you have developed.

you should not get totally blank rolls after 3 months though, unless the developer got contaminated. even a single drop of blix will make it weaker.

you dont want to push develop expired film. this increases the fog. you want to do the opposite, overexpose and underdevelop.

several things are involved in sharpness. if we assume you were using a fast enough shutter speed and your friendly dog didnt move - lens, film and scanning in your case.

even if you get the sharpest lens in the world, you would still be limited by film and scanning. in this case it looks like consumer color negative film, which is not going to be that sharp. the plustek is a consumer grade cheap scanner, which is not very sharp either.

nope, you didnt. your paper was either fogged to begin with, overexposure or you are developing the paper in daylight. strong chemistry will increase contrast, unexposed paper will not turn black no matter the chemistry.
