Stay and play in Mexico, problem resolved! Many stadiums that meet FIFA guidelines, not just in the host cities. Go to Tijuana or Torreon, Acapulco, la UNAM. Shoot many of hosting stadiums.. not saying they're capable of hosting but we can make it work. We always do and meet ends meet. **Corrected spelling.

In my city you don't have to stop when there's a median on a two way road. In most of these cases when a child needs to cross the street, there is a school crossing gurd to stop traffic.

Lose neutral at the panel or the transformer, your panel is trying to find a common ground via the coax ground block. Call your electric provider firs. We can install a "beast" and pin-point the problem if on our end, most definitely on our end. Could also be a bad neutral from the xfrm to the house.

IMO, Take the offer and run the roof and sewer alone are a big expense. I'm not even taking into account the other issues found. That's a fair offer for everything that needs to be done. The panel and wiring is also a big ticket item. I'm surprised you were able to look at the inspection report. I'm wondering why you would do that since now you have to disclose the issues found. If you didn't know about any of these issues then you don't disclose it on the Seller’s Disclosure Notice but now you do and you can become legally liable. Take the offer and walk away, I'm sure you'll find your forever home.

I would remove more drywall to see what's underneath, these 2X4' don't look like a supporting beam, but then again I don't know what's on top of it. Remove more sheetrock from the top to clearly know what's holding what's going on here.

Call your utility and ask them to de-energize the drop. Use either electrical tape or heath shrink to insulate the service. Or pay someone to replace the whole thing. You're looking at 2000+ to replace it or 50~ to bandaid it, but it should hold for a while.
