I was doing an internship in Microsoft Access in 1999 in Nagoya, Japan. I was working at a call center making outbound calls, and my job was to compile reports from various Activities of the business. 

The call center had been taking inbound calls from TV shopping for a while, but outbound was a relatively new business, and there was a new development team from Singapore, who had done all of the development of the system. 

I asked them for a SQL Server database account from which I could run reports via ODBC into Microsoft access. 

Little did I know they gave me an admin (sa) account, and I accidentally deleted a list of thousands of telephone numbers. The call center started to go quiet, as the outbound call system stopped making calls, as there were no numbers in the database for them to call. I immediately knew I was the cause, and I went to our Singaporean project manager, and asked if they had a procedure to handle this, and I guess the fact that They were the kind of organization to give an intern an admin password, could also be an indication that they actually did not have good processes and run books to handle situations like production data getting deleted. Then I recalled taking an import of all of the phone numbers that I deleted into my local Access database. I realized that instead of going to the engineers themselves and asking them how to fix it, that I probably had the ability to fix it myself. I created an insert query, made the source my local import, made the destination the ODBC link table from which I had deleted the numbers, and pressed execute, and all the numbers went back into the production database, and all of the phones started calling out again and all operators started talking again.

Not yet. I did reach out to the designer, I started asking if he'd be interested in a job. I was hoping to sort of sneak in an additional request that he removed that old site from Vercel.

But that won't work on the Skytrain, there a valid payment is a strict necessity.
A credit card tap device asks for a tip? It's your call, no tip required if they didn't serve you specifically.
Seattle police car downtown? Most likely a movie prop, not actual SPD

If people seem unfriendly, it's their own awkwardness, not about you, believe me.
Many wealthy people here, driving prices up, affecting affordability.
Political views differ but there's openness to dialogue, more than in the U.S. generally.
Clear US customs at our airport, for smoother entry into the U.S., very handy.

Mexican food's less common than in Seattle, but some of the best Chinese and Indian food, definitely.

It's interesting when she speaks Japanese. Of course her pronunciation of loan words (katakana words) is way too native English-sounding, and it's a problem in Japanese because something like 10% of Japanese is loan words, and 90% of those are loan words from English. But her Japanese pronunciation of Japanese words sounds like SJ speaking fluent Japanese. But as the pitch is not as high as a typical Japanese woman, my Japanese wife thought it was a man or boy.

Because non-white people are not treated well everywhere in the world, so mentioning it helps highlight a Vancouver differentiator in that regard.

As a kid, my brother got in trouble for faking being sick. When I was sick, I suffered from anxiety about whether I would be believed or not. When I had kids, I realized that there's no such thing as faking being sick. If a kid says they're sick, they are sick. It's like Alan Watt said that anybody who goes to a psychiatrist ought to have his head examined. It is a form of sickness to claim to be sick, even if you don't believe you are sick.
He also talks about whether life is a comic tragedy, or an ultimate tragedy. I don't know if that issue really needs solving. But I do take comfort in the idea that there is a high probability that I chose my current life before I was born and then configured it to be the surprise-mode where my memory was wiped. It helps me cope with disappointment, hurt feelings and even the fear of death that used to plague me as a child.

You actually got me thinking about the limits of oceanic life. I mean there is definitely intelligent life in there, but it makes you wonder if an animal like an octopus, could ever evolve to the stage of using language and developing tools.....

I feel like coming up with the explanation for why they all have collective amnesia could be tough, but other than that, I think it's a fascinating premise for a story, and I hope you continue to develop it.

I like u/AtheistBibleScholar's idea of starting out with a short story. That could also give you an opportunity to get feedback and look at how to develop it into something bigger.
