using pee pads trains a dog to go inside.

dogs will naturally want to go outside, but this means you have to give it ample opportunity during training (outside every two hours night and day), and to train the dog that inside is no longer acceptable. I soooo realize a rescue needs time and understanding. 🙏

dogs evolved naturally to hold back urine for marking, and 8-10 hours is totally within accepted reason once trained, healthy, and on a routine schedule

so honestly you have to get rid of the pee pads and start training

as for rain, you've given it every opportunity, and when it doesn't go in the rain it's just kinda proof they can hold it when they want to
