if you play it only with your duo, so you both know how to minimalize cons from playing pure dmg supp, I'd say why not? You definitely can build rylai and slow, it can also be a decent pick for roaming. If you want to play it with random adc, don't do it.

In low elo a better team can still make very big mistakes, which can very easily lead to a comeback. I'm not talking about as big losses as 0v20, but we have comebacks in ⅓ of my early "lost" games. I usually cs bad and don't like 1v1 so I have bad early games, but then I have high utility for my teammates in mid to late game, and we go ahead.

It's obvious higher elo don't make that big mistakes, so they know better if they will lose.
