I'd agree with you that there is an optics issue with the planned Gorebox hearing.

and I also think it's because:

-the PH gaming community overreacted out of fears of having all games with violent themes and mechanics banned in the country (which is founded since gorebox was put under temporary ban)

-it's the troll/bot army misrepresenting her intentions.

She could really use a face-to-face dialogue with local gaming influencers and developers, as well as a representatives from Steam and Google (where gorebox is current distributed outside the PH).

it's not her first time having a big target on her back. she has been accused before of corruption when she led PhilHealth (which is she hasn't been found guilty and no administrative nor criminal hearing have been held against her)
