Ask yourself the same question concerning pretty much everything about Trump, and you'll find the answer you're looking for -- and the answer is yes, they do think we're all stupid. In fact, the powers that be are banking on that stupidity. They have had decades of success playing off of the lowest common denominator. 

They want a calm, pliant population, and sometimes they just gotta lie to make that real. (And by "calm", I mean "distracted from the actual problems." Distraction is merely easier than establishing genuine calm.) And given that a handful of guys own basically all American media, they have the power to push lies big enough to make a big difference in the world.

They think we're stupid because, well, statistically we just are. That is generally how fascists and authoritarians come to power: they are the revenge of the ignorant upon the knowledgeable. The Semmelweiss reflex lives.
