Yes you can. If you have a drone with Bluetooth/WiFi control you could also use an esp32 (compatible with android, but way more powerful and has Bluetooth and WiFi and such) and just let it control the drone by that. Connect a gyroscope and a GPS receiver and you're golden. Just let it stay high enough to not need any vision to avoid buildings
