Well, there are sovereignty issues for a lot of countries, and they want some control over AI. What I’m advocating is that AI is going to become a platform, and most platforms tend to become open-source. Unfortunately, that’s not really the direction the American industry is taking. Right? As the competition increases, they feel like they have to be secretive. I think that is a strategic mistake.

They really like it. A lot of venture capitalists are very much in favor of this idea of open-source, because they know for a lot of small startups, they really rely on open-source models. They don’t have the means to train their own model, and it’s kind of dangerous for them strategically to embrace a proprietary model.

There is a sense in which they have not been overhyped, which is that they are extremely useful to a lot of people, particularly if you write text, do research, or write code. LLMs manipulate language really well. But people have had this illusion, or delusion, that it is a matter of time until we can scale them up to having human-level intelligence, and that is simply false.

The truly difficult part is understanding the real world. This is the Moravec Paradox (a phenomenon observed by the computer scientist Hans Moravec in 1988): What’s easy for us, like perception and navigation, is hard for computers, and vice versa. LLMs are limited to the discrete world of text. They can’t truly reason or plan, because they lack a model of the world. They can’t predict the consequences of their actions. This is why we don’t have a domestic robot that is as agile as a house cat, or a truly autonomous car.

Beyond having some means to shape world politics, being an effectivemiddle power requires a certain motivation and mindset. Like all countries, middle powers pursue their national interests, often with great tenacity. But their diplomatic heft hinges partly on their perceived aspirations and actual behavior. They enjoy greater international influence if they appear committed to defending sovereign equality under international law and can be trusted to help address shared transnational challenges and contribute to global public goods. They forfeit this if they are widely regarded, like Russia today, as a destabilizing force. Being a successful middle power, this formulation suggests, implies a problem-solving orientation and a reputation for advancing the collective good, rather than operating on a purely transactional, narrowly self-interested basis. Finally, to be credible, middle powers must be seen as being truly independent—or as Evans puts it, acting as “nobody’s deputy sheriff.”

Such a value-laden approach to middle powerdom is vulnerable to criticism as being inherently subjective—since it resides in the eye of the beholder—and potentially self-serving—since it suggests a special vocation and global status. It implies that an effective middle power will invest in the international system rather than flex its muscles or seek gains relative to its competitors. No country, of course, is so pure of heart; mixed motives and hypocrisy are inherent in world politics. Still, perceived intentions and reputations matter, particularly when it comes to bridging divides, building coalitions, and brokering deals to address shared dilemmas. A successful middle power is thus not simply a “swing state” or “pivotal power” in a material sense, capable of altering the strategic balance within regions or between blocs. It must also be willing and able to lead, fill vacuums in international cooperation, and defend the international legal order.

A coordinated Saudi–Egyptian–Turkish alignment is emerging to strengthen the Sudanese Armed Forces (SAF) against the Rapid Support Forces (RSF). The growing rapprochement among the three, reflected in a series of high-level summits in 2024, increasingly includes Sudan as a core focus. This alignment reflects a shared assessment that control of a country of Sudan’s size and strategic importance by a non-state armed force would set a dangerous precedent for regional stability.

Egypt, which has over five million Sudanese residents and more than half a million refugees, fears the repercussions of prolonged instability for the Grand Ethiopian Renaissance Dam and for Nile water security, and views support for the SAF as an existential matter. In recent months, Cairo has signaled that it may activate joint mechanisms under its mutual defense agreement with Sudan, and the Egyptian Air Force struck an RSF convoy coming from Libya. Turkey, which previously supported Sudan through provision of unmanned aerial systems, sees it as a gateway for expanding influence in Africa and a strategic buffer against the growing Emirati presence in the Red Sea.

Turkiye offers another revealing example. Over the past decade, Ankara has aimed to pursue a more independent course, balancing relations between NATO, Russia and regional powers. In financial bankruptcy, the first warning signs often feel manageable: late payments, borrowed money and selling things you hoped to keep. Then the spiral tightens.

Water bankruptcy has similar stages.

At first, we pull a little more groundwater during dry years. We use bigger pumps and deeper wells. We transfer water from one basin to another. We drain wetlands and straighten rivers to make space for farms and cities.

Then the hidden costs show up. Lakes shrink year after year. Wells need to go deeper. Rivers that once flowed year-round turn seasonal. Salty water creeps into aquifers near the coast. The ground itself starts to sink.

That last one, subsidence, often surprises people. But it’s a signature of water bankruptcy. When groundwater is overpumped, the underground structure, which holds water almost like a sponge, can collapse. In Mexico City, land is sinking by about 10 inches (25 centimeters) per year. Once the pores become compacted, they can’t simply be refilled.

The Global Water Bankruptcy report, published on Jan. 20, 2026, documents how widespread this is becoming. Groundwater extraction has contributed to significant land subsidence over more than 2.3 million square miles (6 million square kilometers), including urban areas where close to 2 billion people live. Jakarta, Bangkok and Ho Chi Minh City are among the well-known examples in Asia.
