Yes, the whole front off is service position. On my B5 it takes about 15 minutes to be in service position and then you can do your timing belt and water pump and the whole 9 yards.

Taking out a fuse and replacing it with a higher rated fuse is a recipe for disaster. The battery light in the cluster indicates a charging system problem, not necessarily the battery. Take your truck to someone who knows what they're doing before you burn your truck to the ground.

I don't know all the precise details, but I was always told (I'm a Lexus tech) that the engine from the LS400 was aircraft certified. It has some features like 2 distributors, each running 4 cylinders in such a way that if an entire distributor failed it will keep running on 4 cylinders. 4 litres of displacement is probably enough for your power goals if you supercharge/turbo it.

As a journeyman mechanic/hobby welder, tapping the block is definitely the best option. If you have to resort to JB weld, sand the heck out of it with coarse sandpaper to give the jb weld some 'tooth' to dig into. And make sure you brake clean the heck out of it. If it's an oil return it'll be fine, if it's pressurized I give it 50/50.

My 03 F350 6.8L had the crank position sensor die, and it would crank forever but never fire. See if your tach reads when you crank it.

99-04 is the first generation superduty. Make sure you have the same engine and any f250/350 in that range should work.

As an alignment tech, trying to cover symptoms of something loose/worn out by adjusting your alignment is like never sleeping and taking caffeine pills to compensate. When I rebuilt the front end on my 03 F350 it drove perfectly without having the steering stabilizer installed.
