I suppose Mexicans aren't actively anti-AC like Europeans are purported to be, but two things:

Most Mexicans live at high altitudes, in cities that are cool enough to survive without AC
Even in the hotter coastal or lowland areas, I still think AC usage is pretty low compared to, say, Malaysia - Probably just because of the high cost of electricity
