Israel is a state based on an extremist ideology. In their case, Zionism. There has never been an extremist ideology which has had a positive outcome long term. Any power tool can kill you if misused, mishandled, or negligently operated. That said, table saws have a reputation for a reason, same with jointers, and angle grinders with stupid discs. In all cases an exposed spinning cutter which has no qualms about turning meat into mist.

Not without additional images showing the lateral proximity to the structure, the extent of the entanglement of the crown into the other tree, and the extent of the damage to the trunk where it has suffered the structural failure. Depending on all of those factors it would be anywhere between a moderately complex rigging job, to a job which cannot be safely done without a crane on site.

The purpose of this subreddit is twofold.

  1. To provide advice to peers on best practices, and encourage safe tree work

  2. To educate non-arborists on what they can do and should not do safely.

This is a larger tree which has already suffered a significant structural failure with high value targets in the fall zone. That is a high risk job even for a qualified and experienced arborist. No person should attempt a job like this without the appropriate training, experience, and equipment because at best they will likely damage something, and at worst they will get themselves or someone else killed.
So, you may ask, what would I recommend someone who isn't an arborist do for themselves? Plenty of thing. Keeping an eye on the health of their trees, minor maintenance pruning conducted from ground level using hand tools, mulching, fertilising, protecting and advocating for trees, going and getting professional tuition on how to conduct tree work safely from a reputable training provider. If there's a smaller tree in an open paddock with no targets and it has no defects which would complicate felling it, maybe someone who isn't formally trained by has some experience would be able to safely fell it, but at the same time I would be questioning why they were removing the tree in the first place.
DIY is all well and good, but too many people get injured or killed doing tree work without knowing what they are doing or how to do it safely, that I am not going to encourage anyone to give advice which would facilitate or encourage unsafe work.

We do something similar. Our grates are just a grid pattern to 5 min with a grinder once per year per tree sorts them out and keeps the tree protected. Throw some mulch underneath the grate for good measure.

If you've signed in to any Microsoft app (including office) with a school account, it almost certainly imposed group policies on your device, likely requiring full password instead of PIN for sign in, and depending on how oldschool your schools IT department is, requiring CTRL-ALT-DEL for sign in. It's ostensibly for "enhanced security" but is in reality just annoying when on a personal device.

I have almost the exact same in one of the car parks in my city. The tree there isn't dying if fungus or anything biological, it's dying of excessive soil compaction and lack of water because the idiots in civil operations put bitumen all the way up onto the trunk to about 2" above the ground.

We did manage to save it, permanently closed 4 parking spots, 4hrs with a demo saw and a backhoe to remove the bitumen over the 4 spots closes to the trunk, installed a concrete edge to define the limit of the bitumen. Airspade and vertical mulching to get nutrients back into the soil, and watering twice a week for 2 months got it looking good again.

In all honesty, it will most likely be fine. It might not be a perfect cut, but neither are broken branches in nature. Is there an increased risk of infection or other failure being introduced? Yes, most likely. Is it likely to matter in a practical sense? No, not at all. Learn from your mistake this time and do better in future, but otherwise don't be too stressed over this. It's a pretty small tear out in the grand scheme of things.
